MAJDUR DIVAS

mera jivan hta hai

tum kah do to

saatan dharm

ight to language

Of the 7000 languages now spoken across the world, only about 600 are expected to survive until the end of the century.
The road runs out seven kilometres before the last village in India.
Nestled at the edge of the Torsa River delta on the border with Bhutan, and against the foothills  of the mountain range that will become the mighty Himalayas, Totopara is happily isolated from much of the turbulence of the countries around it.

The rains of the monsoon season regularly cut the village off by road, and the electricity supply is not yet so reliable as to seriously disturb the quiet.

But there is a battle going on in Totopara, a quiet war being waged to retain a sense of community, of identity and of culture, against the forces of economy and the pull of conformity that grips so many of the world’s small cultures. Totopara’s is a fight to keep  a language alive.

The village takes its name as the home of the Toto people. Ethnically distinct from their neighbours, they have lived in the area beyond all memory and storytelling. “We have been here for hundreds of years... this is our homeland,” village elder Ashok Toto tells The Age.

They remain a small group, and now find themselves a minority in their own community, numbering about 1400 of the 5000 or so who live in the village. Farmers mainly, they Toto grow rice and betel nut or sell their labour on nearby plantations, where they are known as quiet, steady workers.

The Toto speak their own language, a tongue that shares no close derivation with any of those spoken around — Nepali, Bengali, Hindi or Bhutanese.

But the Toto people fear their language, and with it, their culture, history and way of life, is being lost, consumed by an education system that obliges their children to speak Bengali, and an economy that pushes them towards Hindi and English. Ashok is confident the next generation will grow up comfortable with the tongue of their ancestors.

“Now, out of 10, only two children would have problems in speaking their own language,” Ashok says. “Otherwise this new generation is well-versed in Toto. But for future, it’s risky . . . there will be problem, huge problem . . . because we face difficulties following the way of life of our ancestors. “There is a chance our language and culture will be finished.”

India is one of the most linguistically diverse countries on earth. Just how diverse is a matter of contention, but it is believed India today speaks between 850 and 900 distinct languages, though only 122 are recognised in the census and just 22 are scheduled as  official languages in the constitution. Of mother tongues — the vernacular first learned at home — it was estimated in 1961 that India was home to more than 1600.

The first ever linguistic survey of India was completed in 1928, undertaken over 30 years by an Irish linguist and opium trader from the East India Company named Sir George Abraham Grierson, who concluded the country spoke 179 languages.

Acclaimed as triumph at the time, the 8000-page survey was flawed: many of Grierson’s field workers were untrained, he never visited large parts of southern India, and he completely ignored the country’s numerous nomadic tribes.

But as well as being one of the world’s most linguistically diverse nations, India is also losing languages faster than any other place on earth. UNESCO currently lists 197 Indian languages as endangered or vulnerable.

Toto is listed as critically endangered, the final stage before extinction, with perhaps 1000 speakers.
In an effort to counter India’s language loss, or at least record these vernaculars before they disappear, linguist

Ganesh Devy is overseeing the largest ever survey of Indian tongues, the People’s Linguistic Survey of India. Already two years in, the PLSI will not be completed until 2014. By then it will be 21 massive volumes, listing language names, their geography and history, key vocabulary, and examples of songs, poetry and storytelling.

The distinctions between languages, dialects and patois, so intermingled in multicultural India, are carefully defined for the PLSI. The survey considers a tongue a language when 70 per cent of its basic vocabulary – simple verbs, as well as words to describe space, time, kinship, colours, geography, anatomy, animals and plants — are original.

Dr Devy says India is likely behind only Papua New Guinea in its number of languages, ahead of Indonesia and polyglot African countries like Nigeria and Cameroon.

“India is one of those countries that has managed to keep their linguistic diversity alive until this date. I have a rather clear estimate now of about 850 languages.” But he says India’s minority languages, particularly those linked to a shrinking ethnic population, are facing increasing pressure.

“Over the last 50 years, India has lost about 150 languages. That is three languages per year, one language every four months that is lost forever. That is worrying, because all these languages hold wisdom.

“Every language is a unique world view. We need as many of these views as possible to see our world in its totality. Every language we lose, our ability to perceive the world is reduced.”

It is a paradox, Dr Devy says, that in this modern age of mass, widespread and rapid communication, the most fundamental form of human communication – spoken language – is being lost faster than ever before. Of the 7000 languages now spoken on earth, only about 600 are expected to survive until the end of the century.

In 2010, an 85-year-old Andaman Island woman called Boa Senior died. She was the last speaker of the Bo language, and it died with her. In her final years, her language was recorded by linguists, but it lives now only as a relic.

The Ayapaneco language of Mexico has only two known fluent speakers remaining alive. They live 500 metres from each other in the southern village of Ayapa, but they don’t like each other, and refuse to talk. The loss of a language is rarely so clear-cut. It is usually a slow, almost imperceptible process.

At first, domains of a language become unused. If a minority language-speaking Indian farmer needs to speak Hindi to communicate at the market or with neighbouring landholders, the words describing agriculture in his native tongue become redundant, and he moves to the larger language for the sake of his livelihood. As more and more ‘‘domains’’ are closed off, a language is slowly throttled.

It happens to larger languages too. Dr Devy cites the example of his native tongue, Marathi, which no longer has any cricket commentary on radio or TV. “The sports domain of my language has been shut off, those words are lost.”

Languages are lost over generations. As minority tongues become increasingly unviable, children are less likely to pick them up.

“Today, all over the world, there is a very big gap between those in their 50s and 60s and those in their teens and 20s,’’ Dr Devy says. ‘‘About 35 per cent of the young people in the world face the problem that they don’t have a strong connection to the languages spoken by their parents.”

G.D.P. Sastry, head of the Centre for Tribal and Endangered Languages at Mysore’s Central Institute for Indian Languages, says up to 30 per cent of India’s mother tongues are endangered.

In the state of Tripura, the language of the Korbong tribe is spoken by only 25 people, belonging to four families in one village. The Bongcher language in the same state has only 500 speakers.

“As these villages grow smaller, when old people die or young people move away, the languages get smaller and smaller — the simple attrition of people  contributes to language attrition,” Dr Sastry says.

An absence of formal education in minority mother tongues contributes to language loss, as does, unexpectedly, inter-tribal marriage.

“In homes where the wife speaks one language, and the husband another, the child will speak a third language, Hindi or English or another major language, but neither of the parents’ mother tongues,” Dr Sastry says.

On the porch of his home in Totopara, Ashok Toto (all Totos carry the surname), speaks to The Age in Hindi. The irony is not lost on him. “But we speak only our language inside our homes when we are with our families.”

The children in the village go to a Bengali-speaking school. Most speak Hindi too, and some Nepali, but English is neither widely nor well-spoken. A lack of English tends to keeps Totos in the village and linked to their culture, but it cruels their employment opportunities, in particular preventing them from securing well-paying government jobs.

The day The Age visits Totopara, the Toto people are celebrating a wedding. It is one of the few occasions the community is all together.

Ashok’s cousin Bhavesh explains that the Toto community used to meet regularly, called together by a Karbari, essentially a town crier, who would visit all Toto houses requesting their presence on behalf of tribal elders. Now, with their community so intermingled with others, it feels exclusionary to hold Toto-only meetings, and they occur infrequently. It is the same with their language.

“Other communities here are in the majority, so obviously we pick up their language and culture. If we are sitting with people from other community, they can’t understand our language. We understand other people’s feelings, so we talk in our common language.”

But in the aftermath of the wedding ceremony, held in a small clearing next to a grove of betel trees, Toto men sit and play cards while the women dance. Others crush maura, a millet which is fermented to make eu, a strong, dark liquor.

“Here we speak our language,” Bhavesh says. “Here we are Toto people still.”

Right to sex

According to a study on child abuse, over half of children reported having faced one or more forms of sexual abuse, while 8% of abuse cases are by persons known to the child in a position of trust and authority.
India’s Cabinet late Thursday okayed an amended bill aimed at combating sexual abuse of children, a move that could go a long way to address the widespread problem.
But activists, while generally welcoming the proposed legislation, have trouble with one of its provisions: raising the age of legal sex to 18 from 16.
The move, they caution, could push parents in a conservative country to use the new law to sanction elder children’s sexual behavior. And the police may also use the law to harass couples.
“It will lead to hundreds of complaints by parents to file reports of rape even though the child had consensual sex and no crime was involved,” said Nishit Kumar, a spokesman at Childline, a toll-free helpline for street children in distress.
Pooja Taparia, founder of Mumbai-based organization “Arpan” which works in the field of child sexual abuse, agreed, saying the law is likely to be misused by both parents and police.
More broadly, activists welcomed the bill as a needed correlative for a country with a massive child abuse problem.
According to a 2007 study on child abuse by the Ministry of Women and Child Development, over half of children reported having “faced one or more forms of sexual abuse.”
Around 8% of abuse cases are by persons known to the child in a position of trust and authority. The study also said that most cases do not report the matter.
India at present does not have a specific law to protect children from sexual offenses, despite the face New Delhi has been a signatory  to the UN Convention on the Rights of the Child since 1992. Current laws guard against sex with minors but prosecutions of abusers are rare.
One of the major innovations of the new bill, which must pass both houses of Parliament before becoming law, is to set up specific courts to try child-abuse cases – getting around massive back log of cases in the normal court system.
Bureaucrats first drew up the bill in 2005 but it didn’t reach it final form until last year. The Protection of Children from Sexual Offences Bill, 2011 seeks to “protect children from offences of sexual assault, sexual harassment and pornography and provide for establishment of special courts for trial of such offences.”
Under the provisions of the bill, any sexual activity, even if consensual, with children under 18 years of age would be considered as rape and would be subject to prosecution.
“In many ways, it would help in fighting the cases of human trafficking and rape,” said Ravi Kant, a lawyer and president of Shakti Vahini, a human rights advocacy organization.
But Mr. Kant, like many others, said he believed the consensual age for sex should remain 16.
“We need to treat the bracket of ages 16 to 18 differently,” says Ms Taparia. “If a child is raped, then you bring it under the judicial purview, but if it’s consensual sex between two people who are both within the age bracket 16 to 18 years, then it shouldn’t be criminalized. Puberty is coming early…So it’s regressive to take the age of legal sex to 18 years.”
Mr. Kumar said India’s sexual mores are changing. “Current sexual practices allow greater sexual freedom to young adults so raising the age doesn’t gel well with the current social trends,” he said.
The global average legal age of sexual consent  is 16, according to data from Avert, a U.K.-based charity.
Activists also doubt how successful the law will be in tackling child abuse.
“Legal framework is necessary, but reality on ground can change only when the community is involved,” Mr. Kumar said.
India, for instance, already has laws preventing children under the age of 14 from working but that hasn’t stopped child labor in India  becoming more prevalent.
The law will also be very difficult to apply when sexual abuse happens within the home, Ms. Taparia said.
“Very often we think law is the solution to everything,” she said, “but with incest it’s even more difficult” to prove a crime.

smoking as silent death

According to a report released by the World Heart Federation (WHF), half of all Chinese smokers and one-third of Indian smokers are unaware of the risks tobacco pose to the heart. There is even lesser awareness about the dangers of second hand smoke. According to WHF, cardiovascular disease (CVD) kills 17.3 million people every year. Around 80% of these deaths occur in low and middle-income countries like India, which are increasingly being targeted by the tobacco industry.
Prof K Srinath Reddy, president of Public Health Foundation of India and chairman of Science and Pol-icy Initiatives Committee, WHF, said, “Indians need to wake up to the threat of CVDs which are having a devastating impact on the nation’s health, growth and development. Joint government and public action on tackling these diseases is the need of the hour. Our policies and programmes must focus on clearly informing the masses about the ill-effects of tobacco use and effective measures like pictorial health warnings on tobacco products must depict heart disease and stroke as real dangers of tobacco use.”
Every year, tobacco kills 1 million people in India. Heart disease caused by it accounts for the highest number of deaths (29%).
Data from Indian Heart Watch — the country’s largest heart-risk survey of 6,000 people across 11 ci-ties over five years — presented at the WCC on Friday found awareness among tobacco users shock-ingly low.
According to WHO’s Mortality Attributable to Tobacco Report, globally 12% of all deaths among adults aged 30 years and above were due to smokeless tobacco in 2004 compared with 16% in India, Pakistan (17%) and Bangladesh (31%). Direct tobacco smoking was responsible for 5 million deaths...............awareness programme by All Indian Rights Organization(AIRO)

woman should prefer home with her children

From the Deseret News:
Social relations and the economy suffer without a quality family life at home, said Sophia Aguirre, professor of economics at the Catholic University of America.
Aguirre’s comments follow Democratic strategist Hilary Rosen’s remarks in questioning Ann Romney, who didn’t work while raising her five sons.
Social capital, or the value of social relations and its effects on the economy, is necessary for economic growth, but it suffers without a quality family life in the home, Aguirre said. The absence of mothers in the home can jeopardize the sustainability of economic growth.
Teens who eat with their parents at least fives time per week are 17 percent more likely to obtain mostly A and B grades in school than those who only dine together zero to two times, according to Aguirre’s findings in a study on the family and economic growth done in 2008.
“I think that the value of the mother at home is extremely high,” Aguirre, who has held appointments at the University of Chicago and Northwestern University’s economics department, said in an interview with the Deseret News. “It’s an investment in the future generation and on themselves.”
As an economist, Aquirre says she sees the disturbance of “social capital” through a lack of parenthood in the home as “undermining” for the economy.
Other economists also see the economic value of stay-at-home mothers.
Pat Fagan, Ph.D., director of the Marriage & Religion Research Institute in Washington D.C., says that the benefits of a stay-at-home mother are measured on a long-term basis.
He used Romney, wife of Republican presidential candidate Mitt Romney, as an example. The contribution of her five children over their lifetime “could easily be much greater than their father’s,” he said. “You’ve got to take a lifetime perspective.”
Fagan also says that homeschooling is rising, which benefits the economy and saves taxpayers’ money on the cost of educating children.
In 2011, 23.8 percent of parents with children under 15 years old had one parent stay at home with them. That is the highest rate since 2008, according to the U.S. Census Bureau.
Aguirre told the Deseret News that there is a steady growth in stay-at-home mothers, mostly among women between 20 and 29 years old.
Women are starting to move away from metropolitan areas with their husbands so they can afford being a homemaker, she said.
Only 33 percent of mothers say they want to work, Aguirre said. The majority of women prefer staying at home over working.
Though these economists advocate the advantages of stay-at-home mothers, they are not condemning those who choose to work.
“I don’t think its necessarily wrong for a woman to work outside of the home,” Aquirre said. “I do think that many women would prefer to not work while the children are young, and I think that’s a smart investment. The data is pretty clear across the board.”
Companies are having a hard time retaining female employees because they are unable to be flexible for working mothers, Aquirre said. Providing flexible schedules would lead to a less stressed female workforce.
Gary Becker, a Nobel Prize winner in economics, focused his study on human capital in the economy.
“The mother at home raising her children makes a greater contribution to the economy than the father in the workplace,” Becker said as quoted by Fagan.

woman and use of symbols

diabetes

A gene that helps beat type 2 diabetes has been discovered in the body's fat cells, according to a group of scientists.
Researchers from the Harvard Medical School in the US, discovered that, contrary to popular belief, fatty adipose tissue can benefit the body's metabolism.
Research showed how the gene, ChREBP, resists diabetes by converting glucose sugar into fatty acids. It also boosts sensitivity to insulin, the vital hormone that regulates blood sugar.
However, in most obese people, sugar is blocked from entering fat cells and blood sugar levels rise. Eventually, this leads to insulin resistance and type-2 diabetes, which affects more than two million people in the UK.
Scientists believe the findings could lead to new treatments for diabetes and other metabolic diseases. They add to previous research based on 123 fat samples from non-diabetic people which showed the gene was more active in those whose bodies had a better sugar balance.
The fat gene's activity also correlated with insulin sensitivity in obese, non-diabetic people.
"The general concept of fat as all bad is not true," said lead investigator Dr Mark Herman, from Harvard Medical School in the US.
"Obesity is commonly associated with metabolic dysfunction that puts people at higher risk for diabetes, stroke and heart disease, but there is a large percentage of obese people who are metabolically healthy. We started with a mouse model that disassociates obesity from its adverse effects."
Dr Herman's team tweaked a "glucose transporter" gene in obese mice that serves as a gateway for sugar. Usually, its activity in fat cells drops with obesity.
The scientists found that when they increased glucose transporter levels in obese mice - allowing more sugar into their fat cells - they were protected against diabetes. Conversely, normal weight mice missing the glucose transporter gene developed diabetes symptoms.
The research showed sugar in fat cells triggered a response from the ChREBP gene that regulated insulin sensitivity throughout the body. The findings appear in the online edition of the journal Nature.
